Part II Requesting the Secretary-General to ensure the implementation of the resolution, to provide such assistance as he deemed necessary and to report to the Security Council by 30 June 1966 By letter 602 dated 2 August 1965, the permanent representatives of Algeria, Burundi, Cameroon, Central African Republic, Chad, Dahomey, Democratic Republic of the Congo, Ethiopia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Libya, Madagascar, Malawi, Mali, Mauritania, Morocco, Nigeria, Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Togo, Tunisia, Uganda, United Arab Re ublic, United Republic of Tanzania, Upper Volta an a?Zambia requested an early meeting of the Security Council to consider once again the situation in the Territories in Africa under Portuguese administration. The letter recalled the Security Council resolution 183 1963 ; of 11 December 1963 deprecating the non-compliance of Portugal with its previous resolution 180 1963 ; of 31 July 1963, in which it had determined the situation in the African Territories under Portuguese administration as seriously disturbing peace and security in Africa and called upon Portugal urgently to implement measures aimed at the immediate granting of indcpendencc to those Territories in accordance with the aspirations of the people.60a Since then, the letter further stated, Portugal had "not only persisted in its flagrant refusal to implement the measures called for in the resolutions of the Security Council and the Gcncrel Assembly", but had also "intensified its repressive measures and military operations against the peoples of these Tcrritories with a view to defeating their legitimate aspirations to self-determination and indcpcndencc". In pursuing its politics, Portugal had continued to use the military and other assistance extended to it by number of Governments, including some of its military allies. Furthermore, it had committed numerous violations of the territorial integrity of indcpcndcnt African countries adjacent to the Territories under its administration. Those developments had caused concern and anxiety at the meetings of the Heads of African States or Governments in Cairo in July 1964, at the meetings of Heads of State and Government of Non-Aligned Countries at Cairo in October the same year, and at the meetings of Ministers of the Organization of African Unity at Nairobi in February and March 1965. The Special Committee on the Implementation of the Declaration on the Granting of Independence to Colonial Countries and Peoples, following its recent visit to Africa, had in its resolution of 10 June 1965, considered the attitude of the Portugucsc Government as constituting a threat to peace and sccurity in Africa. In the light of those dcvclopmcnts, it seemed clear that "the obstinacy of Portugal in its desire to pcrpctuatc its domination over the colonial Tcrritorics under its administration constitutes a serious threat to peace and security". By letter ~4 dated 15 October 1965, the representatives of Liberia, Madagascar, Sierra Lconc and Tunisia informed the Security Council that they had been instructed by the Organization of African Unity to.

Least, AACTG leaders have demonstrated a poor sense of propriety regarding apparent conflicts of interest between government and industry." One non-AACTG researcher, who asked not to be named, also complained, "The clique that governs the AACTG, a sort of self-perpetuating oligarchy, is up to their eyeballs in corporate contracts and has been for years." Dr. Schooley, the scientist noted, sits on the scientific advisory board of ViroLogic, a company that makes HIV resistance tests, even as the AACTG is doing numerous studies of such tests. Without naming individuals, Project Inform founder Martin Delaney commented, "When you get a principal investigator of a study who is a major scientific advisor to the company whose studies they are conducting, that's very common in AIDS research. I think that's wrong. You have a sort of `group-think' that goes on. [The researchers] are all buddies. They dominate the ACTG. They dominate the scientific advisory boards of the various companies. There's this constant flow of drug company money affecting the principal leaders." A related concern is that extensive ties with corporate biomedicine subtly shift the research agenda. Pharmaceutical companies exist to develop new chemicals that they can patent and sell exclusively, and inevitably they are much less interested in nonpatentable approaches that, even if useful, may produce little profit. "No one can corner the market, " longtime alternative treatment activist George Carter noted. "If one company can make a particular herb, anyone can." Carter and others do not expect industry to invest heavily in research areas with little profit potential, but claim that the ACTG has not adequately followed up numerous indications from observational studies suggesting that certain nutrients, for example, might slow HIV progression or mitigate drug side effects. "You can just look at what they study. They study almost exclusively pharmaceutical drugs, " Carter said. Indeed, a review of the 95 AACTG studies that were open or in and guanethidine.

CBP, SRC1a, and SRC1e leads to a small but significant estradiol-dependent effect in the OGE cell system. There are no functional palindromic EREs in the OTR promoter region, but three ERE half sites have been identified as well as a corrupted palindrome. It is now known that such half sites can interact with estrogen receptors through the agency of other cooperatively acting transcription factors and or cofactors such that a potential for estrogen responsiveness is given. Although the bEE cells express the ER gene, the endogenous OTR appears to be nonresponsive to estradiol [9]. However, an effect of estradiol on OT-induced prostaglandin production is reported [35]. Thus, the estrogen-dependent upregulation observed in the present study may not be biologically relevant and should be regarded with caution. Most evidence to date suggests that steroid sensitivity of the OTR gene is a function of the intact tissue, probably requiring additional factors from the stromal compartment [36, 37]. From their phenotype, the immortalized OGE cells are quite similar to the bEE primary cells and show a similar level of unstimulated induction of the full-length 3.2-kb ; OTR promoter region, although only the latter cells show substantial endogenous OTR expression. Shorter constructs 1 kb ; are less active in these and all other cells tested. Both cell types are also responsive to type 1 interferons, such as IFN- . The region from 1.0 to 3.2 kb includes a consensus motif at 2441 for binding members of the IRF family of transcription factors. Fleming and coworkers have elaborated the putative pathway by which IFN- is able to suppress the transcription of the ER gene in ruminant endometrial cells [38]. As in other interferon-responsive cells, activation of a type 1 interferon receptor causes the induction of the gene for IRF1, which in turn can stimulate or inhibit other genes with an IRE motif in their promoter regions. IRF2 is supposedly secondarily induced by IRF1. In the meantime, there are now known to be at least nine different IRF genes in mammals [39], such that the mouse IRF1 and IRF2 expression constructs used in the present study must be seen as surrogates also for other members of this family. In the present study, we have shown that the bovine endometrium and in particular the endometrial epithelial.

Structural Health Monitoring SHM ; system, whose aim is to detect damage and give safety evaluation for infrastructures, is meaningful to keep the structures in service at a good situation. Optical Fiber Bragg Grating OFBG ; is now widely accepted as smart sensor due to its advantages of electric-magnetic resistance, small size, distributed sensing, durability, and so on. However, to our great regret, the bare FBG can only stand 3000~5000 micro strain 0.3~0.5% ; , which can not meet the need of practical monitoring of infrastructures, especially for the damage detection, such as crack and large strain. So it is very necessary to develop a new kind of high range more than 10000 micron strain, 1% ; FBG strain sensors . However, FBG's measuring range is limited by the matrix material of SiO2, so it is impossible to develop high range FBG strain sensor only considering material package method. In this paper, a new kind of high range FBG strain sensor based on Mechanical sensing-coefficient decreasing method has been developed. The basic theoretical design method of high-range FBG strain sensors has been studied. And a new kind of high range FBG strain sensor has been designed and fabricated. The results of the test and calibration shows that such kind of high range FBG strain sensor are good enough for practical applications.

SONOGRAPHY OF CANINE SPLENIC NODULES - DISTINGUISHING BENIGN FROM MALIGNANT A. K. W. Wood, * M. J. Hendrick, R. M. Walton and C. M. Sehgal, # Department Clinical Studies Philadelphia ; * and Department Pathobiology, School of Veterinary Medicine, University of Pennsylvania, 3850 Spruce Street, Philadelphia, PA 19104-6010, USA, and Department of Radiology, # School of Medicine, University of Pennsylvania, Philadelphia, PA 19104-6086, USA. Introduction: The sonographic appearance of the normal canine spleen and an imaging protocol to ensure that all regions of the organ are interrogated ; are well established. Splenic nodules 2.5cm in diameter ; are found in up to 20% dogs undergoing an abdominal ultrasound examination. There are many benign focal splenic diseases, including hematomas, nodular lymphoid hyperplasia, extramedullary hematopoiesis, hemosiderin deposits, myelolipomas, abscesses, granulomas, infarctions and benign neoplasms hemangioma ; . Malignant splenic neoplasms frequently occur, are often focal, and must be differentiated from the benign diseases; primary neoplasms of the hemopoietic system comprise 2.6% of all neoplasms in the dog. The most common primary splenic neoplasms are hemangiosarcomas and lymphosarcomas, but other sarcomas histiocytic sarcomas [malignant histiocytosis], leiomyosarcomas, fibrosarcomas, osteosarcomas, chondrosarcomas, liposarcomas, rhabdomyosarcomas, malignant fibrous histiocytomas ; occur and rarely multiple myelomas. Distinguishing benign from malignant: At present the sonographic characterization benign or malignant ; of a nodule is based on a qualitative impression of its size dimensions and volume ; , shape spherical, oval, irregular, lobulated ; , echotexture homogeneous, heterogeneous, calcified ; , echogenicity hypoechoic, isoechoic, hyperechoic ; , borders distinct, indistinct, irregular, smooth, spiculated, thick, thin ; , vascularity as observed by Doppler ultrasound ; and the presence or absence of through transmission or acoustic shadowing. Other accompanying abnormalities including peritoneal and pericardial effusions or lymphadenopathy will also assist in the sonographic diagnosis. There is, however, considerable observer variability and a high incidence of false positive neoplastic diagnoses. Sonographic guided fine needle 20, 22 gauge ; punctures of the nodule may provide a definitive diagnosis the technique has high sensitivity and specificity, especially with splenic neoplasia. There remains a problem with splenic punctures that are non-diagnostic either because they are acellular or the collected cells are not representative of the lesion. Histology of the nodule provides a definitive pathologic diagnosis, but it is more frequently based on samples from a splenectomy specimen rather than a biopsy under general anesthesia. If a diagnosis of a benign nodule is made by histology, the splenectomy may have been unnecessary. At present the histologic differentiation between benign and malignant nodules can be difficult in those dogs that demonstrate a transitional state between that of nodular lymphoid hyperplasia and a fibrohistiocytic nodule which may progress to a malignant fibrous histiocytoma ; . Future directions: Improvements in the resolution and display of the sonographic image, including compounding, will better demonstrate the shape and borders of the nodule. Also, quantitative analyses of the echotexture, echogenicity and borders of the nodule will reduce inter- and intra-observer variability. Tissue vascularity, particularly quantitative assessments of capillary flow within the nodule, measured using Doppler imaging following the injection of intravenous sonographic contrast agents ; , will provide additional independent measures of the characteristics of the nodule. The combination of the analyses of grey-scale features and vascularity will improve the sensitivity and specificity of the sonographic diagnosis. The quantification of sonographic image features, in combination with advanced neural net algorithms, will lead to a computer-aided diagnosis and will assist veterinarians in their clinical practice and hemocyte.
