A. That is correct. Q. Do you think you should have done? A. I think if Kevin Marsh or Stephen Mitchell had had real concerns about the nature of the reporting or indeed about the nature of the way we were dealing with the Government's complaint, I would have expected them to bring those to my attention. I not clear that this e-mail necessarily represents serious concerns. LORD HUTTON: You think it does not represent serious concerns? A. My personal view about it is that it is much more saying it is entitled "from here"; my personal view about it is that it is an e-mail from a programme editor to his line manager saying that in future we would be better to have a more disciplined use in terms of scripting materials and not doing live two-ways and so on; and it is an attempt to look forward at how things should be managed in the future. Again, this was not flagged up to me the time. All I can say is that, I mean, I know both Kevin Marsh and Stephen Mitchell extremely well and I believe if they had serious concerns about the quality of the journalism or indeed our response to the Government, they would have raised it directly with me and they did not. MR SUMPTION: Is it not a source of concern if grave allegations are made against public figures on the basis of loose use of language and lack of judgment in the phraseology? Is that not a source of concern? A. If that is their view then it would be, yes. Q. Well, it does seem to have been Mr Marsh's view; and what exactly did the Governors, when they came to consider this, know about the views of the editor of the programme itself, ie Mr Marsh? A. Well, they I do not think the Governors were particularly interested in the editor's view; they were interested in my view; and I shared with them the view I had had for a considerable period of time, and which was certainly partly informed by Mr Marsh and by Mr Mitchell, which was that Andrew Gilligan was in some respects a good reporter. There are two aspects to journalism. There is the finding out of the information and there is then how you present it. My view for some time would be that Andrew Gilligan is extremely good at finding out information but there are sometimes questions of nuance and subtlety in how he presents it which are not all that they should be. Indeed, in my evidence to the Inquiry on August 13th we talked a little bit about some of the issues that arose during his reporting of the Iraq War in that context, and I was frank with the Board of Governors about that, my view of Andrew Gilligan in those terms. I think I described him as a reporter who paints in primary colours rather than something more subtle. Q. If you had known that Mr Marsh's views were as reflected in this e-mail at the time of the Governor's meeting, would you have thought it right to draw their attention to the fact? A. I think it is hypothetical because I was not I did not see this e-mail. Q. Yes, I know it is hypothetical but I would still like your answer to the question. A. No, I think the Governors would have wanted to know what my view was. Q. Right. They would not have been interested in the views of Mr Marsh, as the editor of the programme that was being complained about? A. Well, only if they significantly differed from mine. Q. I see. Do you share the views expressed here? A. I have already told you what my views of Andrew Gilligan's reporting were.

According to the last Census done in 2000, the District of Columbia is home to 572, 059 people1. Although there are integrated neighborhoods, the District is largely segregated along lines of income and race, resulting in great health disparities. The northeastern and southeastern Wards see Diagram 1 ; have the highest concentration of low-income residents and African Americans while the northwestern Wards have the greatest proportion of high-income residents and Caucasians and valerian.

We have demonstrated that this compound can provide excellent suppression of the residual plasma levels of testosterone in castrate patients without an impact on cortisol levels. Work is now proceeding in non-castrate patients to determine if similar results can be obtained for testicular synthesis of testosterone.

Offer a framework for showing that there are different types of virtual teams used, e.g. Bell, Kozlowski's 2002 ; . Their typology is based on all the main characteristics that are outlined and considered important in the virtual team definitions by the time the article was written. Firstly Bell, Kozlowski 2002 ; outline the differences between ordinary and virtual teams and then stress that, although usually in the papers it is assumed that there is only one ideal type of virtual teams, then actually there are used many different types of virtual teams in daily work practice. They offer four important characteristics for describing different virtual teams: 1 ; temporal distribution; 2 ; boundary spanning; 3 ; lifecycle; 4 ; member roles. Bell, Kozlowski's contribution to the development of the typology of virtual teams is mainly to be the initiators of the discussion and research in this field. The newest and most interesting in their work is the idea that there is no one specific type of virtual team as a type of team among others, but there is the virtual team phenomena and it appears to have many sub-types that can be described based on the four previously outlined characteristics. Rad, Levin 2003 ; also consider in describing virtual teams the communication aspect important, but they also point out the geographical aspect team members' location ; and subordinate status. Lipnack, Stamps 2000 ; go beyond the communication aspect and inner processes of a virtual team and concentrate in their research on the idea that virtual teams and their networks are the newest organizational form. Figure 2 gives historical background and context for the development of virtual organizations; and the virtual organization is thus the newest of the forms and vaniqa.
The base, which sat tattered and empty for more than a decade, stood as only a shell of concrete, broken tile floors and cracked plaster. Yugoslavian contractors abandoned the base's partially constructed barracks, dining facilities and motor pools in 1991 as tensions in the area skyrocketed in the days before Operation Desert Storm. As the contractors and the Iraqi army fled, the unfinished infrastructure sat idle, serving as a stockpile of wiring, tile and building materials that would be pillaged months later after hostilities in the area ceased. Today, the broken floors have been replaced; cracked plaster has been patched, and new electrical wiring brings light to what has been dark for so long. The renovation and construction is part of a million reconstruction project managed by the U.S. Army Corps of Engineers that will create barracks space, motor pools, shopping exchanges, dining facilities and firing ranges for nearly 11, 000 new Iraqi army soldiers. "We are essentially building a city, " said Mike Cirian, the Corps' top engineering construction manager for the northern half of the country. "When it is finsihed in September, this will be a complete city with its own water and waste water treatment and power generation and will help bolster the country's security." Cirian, a civil engineer and father of three from Madison, Wis., deployed to Iraq in late April to spearhead the reconstruction efforts. Since, 12- to 16-hour days are the norm, managing the construction and rehabilitation of two new Iraqi army bases in the north and a host of other infrastructure improvement projects designed to give Iraq what Cirian calls "a new start." "This is brand new to them, " he said. "Before the multinational force ; arrived, these people were shepherds. They knew nothing about construction nor were they equipped to do the work." Hammers fashioned from scrap steel and wood and drills made from hand-bent rebar were the only "tools" onsite when Corps project mangers and engineers arrived to the base in February. But the Corps, along with its contractor Shaw Environmental Infrastructure based in Dubai, was adamant about employing local Iraqis in the construction. "This is their country and we need to help them learn skills they need to be successful and to have a hand in rebuilding their country, " he said. "We also need to give them the infrastructure they need for their nation's security." While multi-story barracks construction and elaborate water treatment facilities were far from the mud huts and water buckets traditionally used by the locals, the Corps and its contractor have been able to construct the facilities on schedule and at the same and ursinus.
